Complaint Comments:

The loss vehicle in this complaint needed to have the rear body panel replaced. The construction of this particular vehicle makes it necessary to remove and install the right and left rear quarter panel reinforcements in order to replace the rear body panel. Mr. Kehoe insisted that the procedure noted above was included in the labor time to replace the rear body panel. Mr. Kehoe and I both agreed to have ADP, who is the estimating system provider for State Farm, do a review of the procedure to see if Mr. Kehoe's contention was correct. ADP did the review, and sent both Mr. Kehoe and I a fax confirming that I was correct in my contention that the labor was NOT included in the base time and needed to be added, along with any other associated repair and refinish procedures needed to perform the operation. Mr. Kehoe faxed a supplement that partially addressed the supplement request, but he invented his own time that did not agree with ADP, and did not address the remaining procedures needed. I sent an additional supplement request to State Farm via fax on 7-31-06 and also asked State Farm's crash unit to perform a review of the procedures needed for this repair. I received a call on 8-1-06 from Jen at State Farm saying that Mr. Kehoe would inspect the vehicle on 8-2-06. On 8-2-06 at 2:20 PM I received a call from Mr. Kehoe saying that there are two bulletins from Mitsubishi that show how the rear body panel can be replaced without R/I of the two reinforcements. I again called ADP and spoke with Tony Lenoir, who contacted Mitsubishi and sent me a diagram confirming that we performed the correct procedure according to Mitsubishi and ADP, and were entitled to the extra time and associated procedures which were NOT included in the original database times. Mr. Kehoe refused to come out and inspect the vehicle despite the fact that I explained to him in great detail what was needed, what was done, and despite my entreaties for him to inspect the vehicle in person so he could determine that I was correct in my contentions. He merely said "I am terminating this conversation". It is ironic that the documents Mr. Kehoe depends on to make his allegations are the same documents that prove my contention, and also prove ADP's position. The refusal to inspect visible damage in the face of logic seems to be a pattern with State Farm, and with Mr. Kehoe in particular.
