DOI , COULD YOU EXPALIN HOW ALLSTATE IS ALLOWED TO PREPARE AN ESTIMATE FROM PHOTS ? ALSO WHY IS ALLSTATE ALLOWED TO TAKE 5% DISCOUNT ON THE INSUREDS ESTIMATE. THE AVERAGE CONSUMER HAS NO IDEA THAT THEY ARE BEING CHEATED , AND NOT MADE WHOLE BY THIS TYPE OF BEHAVIOR.
