Complaint Comments:
To Pennsylvania Department of Insurance, On April 9, 2003 David Hickman A staff appraiser for Progressive Insurance Company was assigned to stop out to inspect and appraise Davinia Cox's 2003 Ford Escape. Hickman inspected, apprasied then discussed / reviewed the repairs to said vehicle and left a copy of his appraisal with our shop. On May 5, 2003 David Hickman staff appraiser stopped out to re-inspect and prepare a #2 supplemental appraisal on Davinia Cox 2003 Ford Escape. Hickman Re-inspected, apprasied, discussed / reviewed and left a copy of his appraisal with our shop. On May 22, 2003 James Stahl was assigned to stop out to re-inspect for #3 supplemental damages. Stahl took photos of the damages however, would not prepare his appraisal at our location. James Stahl claimed he did not have the file available to write an appraisal although he mailed us a copy of his appraisal received by mail on May 24, 2003. This is a violation of the MVPDA #367. On May 28, 2003 James Stahl was again assigned to re-inspect for supplemental damages. He stopped at our facility to view supplemental request however, he did not have the file available and could not prepare the appraisal. He inspected the supplemental request but could not write an appraisal. Stahl made an appointment for the following day. On May 29, James Stahl stopped by our facility again to re-inspect and appraise suplemental #4. At this meeting Stahl did prepare a supplemental however, did not review the appraisal with the consumer's representative. Once completed he dropped the supplemental appraisal on our front counted and left without discussion or review. This is another violation of MVPDA #367. The manner in which Progressive Insurance Company and their staff appraisers are handling Davinia Cox's claim is unprofessional and in violation of Pennsylvania Motor Vehicle Physcial Damage Appraiser Act / Regulation. Time and time again they send out staff appraisers to view and inspect obvious damages and needed parts and procedures then refuse to follow guidelines which are written to protect Commonwealth's citizens. Please investigate this complaint and enforce necessary actions against James Stahl state licensed apprasier #212721. Thank You Stephen E. Behrndt, President '
