June 25, 2006 from Winifred Jackson, a policyholder of American Independence Insurance Company. Mr. Binder came out to our facility to appraise the damaged vehicle on behalf of My customer Mr. Francis Nesalli Sr. was involved in a major rear damage collision on American Independence Insurance Co. I ask him to review our concerns of the damages and to go over with me of what damages he will address on his estimate, he then informed me that he could not leave a copy of the written estimate because they don't have too, but he will take notes and go back to the office and finish the estimate and have it faxed back to me. On the visual inspection I was present with Mr. Binder while he was taking his notes, photos while verbally addressing the damages to me, he then informed me that there is a limit of coverage of $5000.00. I explained to him that our review of the damages was close to that amount. He assured me that everything will be all right and he will address all the damages I had concern off. When I received the estimate there was nothing close to what we discussed as gentlemen, (est.@ $2733.10) he didn't address half of the damage or the procedures that we went over. I called in the supplement to his office and faxed over our damage report findings that exciding the $5000.00 limit after we removed all the damaged parts from the vehicle. Mr. Binder come out that same afternoon on 07/20/06 with out notifying us, the shop was closed at that time. He called me on the cell telephone told me that he was at my shop and inspected the vehicle parked outside and felt; that if his boss was there with him, that he would have been in big trouble of the generous estimate he wrote for me on this vehicle and said there is nothing more he could do. This type of unprofessional conduct is what I would like the Department of Insurance to look into. Mr. Binder had repeatedly misinterpreted his duties as a Pennsylvania State license appraiser. I suggest that the D.O.I. could reexamine some individuals' requirements that are needed to be an appraiser; such as professional competence and trustworthiness they are paramount credential in the business of engaging and conducting a motor vehicle appraisal. After the unnecessary delays to this claim I had to notify American Independent Insurance Company today 07/24/06 and requested to have one of their professional staff appraiser come out to re-appraise this vehicle, Mr. Steve Rodier (of AII) has intervened and still instead that the estimate that Mr. Binder wrote was proper and adequate in his opinion, from all the gathered information he received (estimate,photos,notes.etc..) from Longacre Appraisals, and for us to start on the repairs and deal with Mr. Binder of Longacre Appraisal to settle this claim. And refused to address all concerns. It seem to me that there is some type of a body, body system that I am left out of this particular situation; I think that there is, in Pennsylvania State Laws & Regulation of this type of Market Conduct and behavior, please look into this matter a.s.a.p. Thank You.
