Complaint Comments:
Pa. Department Insurance: On July 31, 2006 our consumer contacted our facility and requested we allow Longacre Appraisal Service access to inspect the damages to her 2005 Toyota Corolla. Longarce had been assigned the claim by Penn National Insurance Company.' We advised if this is what she wanted we would allow Longacre access to view her vehicle. A short time later, Mr. Steve Washko from Longacre Appraisal Service contacted our facility and asked if he could stop by at 3:30 to inspect & appraise said vehicle. Mr. Washko stopped at our facility at approximately 3:30 and asked to inspect said consumer's vehicle. Prior to his inspection we requested a claim number and he refused. We requested to view his Pa. state appraiser's license and he refused. We requested he write the appraisal at our facility as per state law and he refused. We requested he leave a copy of his appraisal at our facility and he refused. He then stated he would contact our consumer and advise we would not permit him access to the vehicle. While on the telephone speaking with our consumer I walked over to his car and advised him to go ahead and inspect the vehicle however, I would be filing a violation with the Department of Insurance regarding his conduct and behavior. Mr. Washko walked over to the consumer's vehicle took several photos of the damages and wrote down the mileage and a few notes. He entered our facility again and requested our towing bill. I again requested a copy of his appraisal and he laughed. He advised that he just got off the phone with Jim John from the DOI and told me if I needed his appraisal license to call Jim John at the DOI and get it. As Steve Washko walked out the door I did exactly as he suggested and contacted Mr. James John at the Pa. DOI. Mr. John answered the phone and I asked him if in fact he spoke with Steve Washko from Longacre Appraisal Service over the past few hours regarding the appraiser's obligation to leave an appraisal and Mr. John advised no, he did not. At this moment Washko walked back into our office and I let him know that Mr. James John was on the telephone and he advised Washko he had not spoken with him today. Washko began laughing and thought the entire situation was humorous. He advised that on the way back to his office he would call the DOI and he and Mr. James John would have a great laugh over the whole event. Mr. Steve Washko then advised that the vehicle is most likely a total loss. I countered that the damage was not even 50% of the ACV and he laughed again stating looks like a total loss to him"¦"¦.. Once Mr. Washko left out facility I contacted Mr. John from the DOI and explained what had transpired during the inspection of our consumer's vehicle. I advised that Washko did not leave a copy of an appraisal however he did take photos of the damages. This is a violation of the law and Mr. John agreed. Mr. John also agreed that the appraiser must show his state licensed when requested. I explained that it appeared the appraiser was going to attempt and total loss the vehicle in retaliation for our facility contacting the Department of Insurance. Mr. John advised us to file our consumer's complaint and refer to our telephone conversation. Please investigate our allegations of market conduct and unprofessional behavior.''''
