Pa. Department of Insurance: Travelers Staff Appraiser Mr. Robert Baker #138411 underwrote our client's appraisal during his initial inspection. When we requested a supplemental inspection of the loss Mr. Baker again underwrote the supplemental appraisal. Baker's original appraisal @ $2,429.37 increased to $4,038.60 after we requested 3 supplemental request to Travelers. The final 2 request handled by another appraiser. We have witnessed a change of behavior by the motor physical damage appraisal staff working for Travelers Insurance Company over the past 6 months. It appears a directive to "low-ball" consumer claims during the initial inspection has become a standard practice by this insurance company. Is this low-balling practice a statewide issue, a Chester County issue or a single business issue between our repair facility and Travelers? We are not aware of any reason why Travelers Insurance would underpay consumer claims at our facility however, this situation would be the responsibility of the Insurance Department to investigate.'''
