Pa. Department of Insurance:::: On July 23, 2009 Physical Damage Appraiser Mr. Lawrence S. Goines signed in at our repair facility at 2:42PM - APPRAISER MR. LAWRENCE S. GOINES REFUSED TO LEAVE A COPY OF HIS WRITTEN APPRAISAL AT THE CONSUMER'S REPAIR FACILITY. We requested a copy however Mr. Goines explained he did not have the capability to write his appraisal on location. We offered him the opportunity to utilize our repair order if he would review and sign as his copy of inspection and agreed price to begin the repair process. Mr. Goines did not sign our repair order of $8,817.58. Mr. Goines signed out of our facility at 3:10PM without leaving an appraisal of damages. On July 24, 2009 @ 8:45AM we received a fax copy of Mr. Lawrence S. Goine's appraisal for an amount of $5,363.98. This is violation of the Pa. Motor Physical Damage Appraisal Act and Regulation. On July 30, 2009 we contacted National Appraisal Service (Goine's Employer) for a supplemental. On August Mr. Lawrence S. Goines signed in our facility at 10:42AM. I greeted Mr. Goines and asked him if we were going to handle the claim by our process or his process and he advised we would handle the claim together. I advised we would require a written appraisal as requested when he initially inspected the loss. Mr. Lawrence S. Goines became agitated and made verbal accusations that he was being insulted and did not like the way he was being treated. I advised Mr. Goines if was not going to leave a copy of appraisal, then he could leave. Mr. Goines signed out of our facility at 10:50AM - without inspecting or leaving a copy of his appraisal assignment.'
