Complaint Comments:
DEPARTMENT OF INSURANCE: On Aug 12, 2014 Allstate appraiser Gordon Kozicki signed in at facility at 2:20PM to inspect our customer's additional repair items and additional procedures. He inspected parts and invoices. While reviewing our final invoice he stated he would have to make a phone call regarding our final invoice for paints and materials needed for the repairs. Appraiser Kozicki went to his vehicle where he sat discussing our invoices with someone on the phone. After 2 hours working on our final invoice he came back into our facility to advise he would not be paying us for several items including our paints and materials invoices. Kozicki left our facility without reimbursing our actual cost for the repairs to our customer's repairs. Due to the fact he could not make an unbiased, impartial and independent appraisal of our final invoice we would like the department to investigate Kozicki's illegal activity of a non-independent appraisal of our customer's repairs. Appraiser Kozicki is in violation of the Pa State Law & Regulation and not in compliance with the following - 1) Conduct himself in such a manner as to inspire public confidence by fair and honorable dealings. (2) Approach the appraisal of damaged property without prejudice against, or favoritism toward, any party involved in order to make fair and impartial appraisals. (3) Disregard any efforts on the part of others to influence his judgment in the interest of the parties involved. (4) Prepare an independent appraisal of damage.
