DEPARTMENT OF INSURANCE: On Feb 26, 2015 at 10:00AM Travelers Insurance Company appraiser Michael Lockowitz #150902 signed in at our repair facility to inspect additional parts, sublets and repair procedures on our customers damaged vehicle. We greeted Mr. Lockowitz and showed him the parts and additional repairs required to continue repairing the vehicle. We provided photos of the on-going repair process with invoices and our repair blueprint / analysis. Mr. Lockowitz went out to his vehicle and completed what he considers an appraisal of the loss. He came back in to our office and signed out at 12:07PM he requested a copy of the stamped damage appraisal and left our facility. Mr. Lockowitz did not review the appraisal as per Pa Law and Regulation. Mr. Lockowitz did not recognize necessary repair items and left us with an appraisal that is grossly underwritten. Prior to this vehicle inspection we had requested Travelers Insurance Company not schedule Mr. Lockowitz at our repair facility due to consumer directing and steering issues in the past. It appears that Mr. Lockowitz is harboring hostilities towards our business and has underwritten his appraisal as retribution. This entire claim is being handled unprofessionally by Travelers and the policyholder is being penalized due to the appraisers behavior. We ask the Department of Insurance to investigate Travelers insurance company's market conduct and the appraiser's behavior which is a violation of the Pa Motors Physical Damage and Appraiser Act and Regulation along with other assorted Pa.
