Pa. Department of Insurance: Our customer was told by Allstate Insurance Company to take her vehicle to their Allstate Drive-in Claims Center for an estimate. While at the center, she met an Allstate appraiser named Gordon Kozicki #139905 who prepared an estimate of damages for her. During this estimating process Gordon Kozicki asked her if she had body shop in mind to repair her vehicle? Our customer replied Crawford's Auto Center who had repaired her vehicle previously. Gordon Kozicki stopped his appraisal duties and told our customer she should not have her vehicle repaired at Crawford's Auto Center. Kozicki advised our customer the repairs should be repaired at an Allstate Direct Repair facility. When our customer told Kozicki she was aware of her rights and would be going to Crawford's for repairs, Kozicki purposely underwrote her loss for $805.55. Once the vehicle was scheduled for repairs we contacted Allstate Ins. Co. to stop back out and write a supplemental for the necessary repairs. Another Allstate appraiser was assigned for the supplemental and wrote an amount for $1,735.73 for the estimated cost of repairs. Same vehicle, same damages, same Allstate data base for the estimate. It appears that Gordon Kozicki was unable to direct our customer to his Allstate Insurance Company DRP repair shop and low-balled his estimate with a wanton disregard for Allstate's insured. Kozicki is in violation of the Pa. Motors Physical Damage Appraiser Act and Regulation " It appears Kozicki is making disparaging comments about Crawford's Auto Center for the purpose of steering and directing our customer to the Allstate DRP shops.
