Complaint Comments:
A estimate was written by James McCluskey of Starsinic Appraisals for damages of Mrs. Celotto vehicle. After completion of his independent appraisal we received a phone call from Kyle Fieger of CSAA. Kyle called us and stated that after reviewing the photos of the independent appraisal that was prepared by James McClusky, that he wanted to change the estimate based off of the photos and said it in such a demanding forceful tone that he felt he didn't need to explain himself that because "he just wanted it changed!" He was viewing the photos from out of the state of Pa. and no regard for the Pa Appraisers Act. I had to remind him that in the State of Pa. you can not use photos to determine the damages, especially you can not alter a appraisal after it was already prepared by a licensed independent appraiser. When we told him we are recording the conversation, he still continued to request and alter the appraisal but this time in a much softer tone of voice once he was being recorded. This is the kind of conduct and claim handling will grow as insurance companies push to use "photo estimating" to edit appraisals after they been prepared and influence appraisers to not make independent appraisals until photos are seen by desk reviewer or persons like Kyle who will use their position as power ploy to intimidate appraisers or consumers. We would like the Insurance Commission and our Legislators to follow through with this incident and to stop any form of the "photo estimating" from these kind of disparaging actions. Thank You..
