Complaint Comments:
Jeff Starsinic inspected the loss vehicle in the above-referenced claim on behalf of USAA. He and I agreed on the various aspects of the appraisal including the labor and refinish material rates of $52 and $32 per hour respectively. These rates are among the lower of the prevailing rates in the area and Mr. Starsinic included that information in his estimate notes. He did not leave a copy of the appraisal at the time of inspection nor did he ever provide the estimate of record to us. We did, however, get an email from IANET that showed a supplement of record that reduced the labor rates from $52/$32/hr to $50/$30/hr. I called Jeff Starsinic as this was not what was agreed upon, but he refused to send me the estimate of record saying "take me to court". Apparently Starsinic Appraisals sent the estimate of record to IANET and had them review it and change it according to USAA's wishes. The whole process is against the Appraisers Act and against the law. Neither USAA or IANET has the right to change an agreed-upon estimate. Starsinic represents USAA and what he and I agreed on is binding. Please take the appropriate steps to rectify this breach of the law. Thank you
