Department of Insurance: On Jan 20, 2020 @ 2:55 Allstate Appraiser Richard Odenweller signed in at our repair facility to inspect the damages to our customers 2012 Honda Civic. We handed the appraiser a copy of our repair order and provided photos of the vehicle as it arrived at our facility. Odenweller inspected the damages to the vehicle and prepared his estimate. He came back into our office and advised that the customer's vehicle is a total loss. He explained he was able to receive a high salvage value which helped him total loss the customers automobile investment. We asked him for a copy of his appraisal and he said no. We asked him once again and he refused. We then asked if would send our customer a copy and he agreed. Odenweller signed out at 4:17PM and left our facility. Allstate appraisers have left copies of total loss vehicles appraisal at our facility in the past when requested and this appraiser unjustly refused. The Pa Motor Vehicle Physical Damage Appraiser Act states an appraiser must provide the customer's representative with a copy of his appraisal. The purpose of this language is to help the repair facility review and explain to our customer how the insurance company estimate is written and whether or not it is an accurate evaluation of the damages and repair cost. The Appraiser Act does not state if the vehicle is a total loss there is no need to provide the customer's representative with a appraisal copy. Odenweller clearly violated the Commonwealth's law for insurance company vehicle appraising. Please investigate the manner in which Allstate's Richard Odenweller's market conduct has financially harmed our customer's return on their automobile investment. Please also investigate if this is proper market conduct by Allstate Insurance Company in general. The following day our customer was able to receive a copy of Allstate appraisal once he spoke with Odenweller and sent us a copy so we could help him understand what was written. While reviewing the appraisal it be came obvious that Odenweller did not include his Pa State License anywhere on the appraisal. This is another clear violation of the Pa Appraiser Act and should be investigated as well. Thank you, Stephen Behrndt
