Sam McCause came to view Mr. Pozzi vehicle. When he arrived he was accompanied by Justine Kramer also, they both wanted to view the damages. I kindly ask them that I would prefer to only discuss the damages with only one appraiser. Justine told me he was there as a "mentor". Justine understood and waited. As I went over the damages with Sam McCause he was very abrupt and rushed threw the scope of damages and took his pictures. He left the shop with his "mentor" and they went to their vehicle. After returning, Sam McCause decided not acknowledge the obvious needed replacement parts and other items. He keep looking back to his "mentor" for reassurance. I then asked his "mentor' to wait outside because it seemed Mr. McCause was distracted with his presence. Sam McCause was very unease and couldn't support his decision on not authorizing the needed replacement parts and other items. He told me he is following what Progressive policy on how to prepare a "Estimate". He also told me of his lack of experience that was required to be a license appraiser and Progressive estimating policy is what he is to follow. He never made an Independent Appraisal and Progressive is influencing their Appraisers to ignore their license, disregarding the Appraiser Act. If Sam McCause is a license appraiser and had meet the "requirements" to be a license appraiser than why is Progressive having a "chaperone" to escort them to view damages and write appraisals, causing the appraiser not act independently and inaccurate description of repairs and un-professional. Sam McCause also never left his appraisal license number anywhere on the estimate. Please look into this matter. In my opinion, the Appraisers think its ok to ignore the laws since many of them have implied the Insurance Commission doesn't care to enforce the laws on the license they carry and they can run amuck.
