Complaint Comments:
Pennsylvania Department of Insurance: State Farm Insurance Company staff appraiser Stewart Prague stopped by our facility to inspect Mrs. Sullivan's vehicle damages. While inspecting this vehicle he refused to follow the necessary ADP data base guidelines to properly repair the adjacent panels to a welded replaced body panel. I explained the conversation we had with ADP's technical staff on a prior PCTG complaint file #1134677590 with State Farm staff appraiser Angelo Depero. At this time we contacted ADP for actual data base guidelines. State Farm corrected their position on this claim and Depero added time to repair adjacent panel damages to a supplemental report. I explained this prior claim to Mr. Prague who again refused stating State Farm does not recognize the procedure. He also stated other shops in the area do not charge for this procedure therefore he is not obligated to compensate our facilty. After a brief discussion, Stewart Prague stated he would not pay for the procedure and advised he was done with the inspection and would not inspect further damages. Prague left a copy of his appraiser without compensation for this data base procedure nor did he write other obvious damages on said claim. Our facility had prepared a damage report for the amount of $555.44 State Farm left an appraisal for $146.43. Stewart Prague refused to review his appraisal with the consumer's representative and left Crawford's Auto Center, Inc. in violation of Pa. MVPDA and Regulations. State Farm's noncompliance with the MVPDA and Regulation'is a violation of state law and requires a full investigation as to the manner in which this company and their staff appraisers demand Pennsylvania collision repair facilities follow the ADP estimating data base to appraise consumer's damaged vehicles then either manipulate the system or refuse to follow the proper Procedure Pages and requirements within the ADP system.
