Complaint Comments:
DEPARTMENT OF INSURANCE: While inspecting consumer's loss for supplemental damages Liberty Mutual apprasier Finore refused to appraise for a proper OEM wheel which was damaged in the accident. When questioned the apprasier advised Liberty Mutual would never replace a damaged wheel with OEM when a reconditioned was available. We disputed the reconditioned wheel's warranty as not the same as the manufacurer's however the appraiser refused to change his appraisal. The appraiser then pointed to our $12.00 charge for flex additive which is a necessary product used during the refinishing of plastic bumper covers and advised he would not be paying for flex additive either. Appraiser Finore advised that shops don't use flex additive any longer and he would not be paying for the additive. Note: The apprasier is wrong, collision repair shops do in fact utilize flex additive when refinishing bumper covers and plastic parts. Please see attached our auto paint manufacturer's spec. sheet as evidence. It appears the appraiser's refusal to not reimburse for flex additive as directly related to his argumentive nature regarding our requested manufacturers OEM wheel. Mr. Finore became irritated as I countered his non-payment for necessary procedures. I requested a copy of his state appraiser's licence which he did not have immediately available. Mr. Finore went out to his vehicle and printed his appraisal and also made a copy of his state appraiser's license off his laptop computer. While reviewing apprasier Finore's appraisal we also found he did not included the necessary charge for Hazardous Materials Waste removal. Although, typically only a 3.00 charge per appraisal PCTG had challenged Liberty Mutual on this necessary item several years ago and was advised by the Department if Insurance the necessary charge should be reimbursed by Liberty Mutual Insurance Company. Please see attached copy of PCTG Complaint No.1104787972 dated Jan.3,2005 where we complained of Hazardous Waste removal non-payment issues. Please investigate the above claim and resolve the issue of necessary items and procedures that Liberty Mutual Insurance Company and appraiser Vince Finore refused to identify on said appraisal. Please enforce the required conduct requirements against the insurance company and their appraiser and notate his file with the above non-compliance behavior.' Thank You, Stephen Behrndt #276003 ''
